Every property this key may act on. Call it first: a key covering more
than one property needs the id from here in the X-Property header
on every other call.

api_rate_plans_configured tells you whether the property has any
active api-channel rate plan at all. When it is false, /units,
/availability and /rates will legitimately come back empty, and the
hotel — not you — has to fix it.
